CHT Children’s Opportunities for Learning Enhanced (CHOLEN)

The CHT has been identified as one of the geographical focus area in Bangladesh CARE recent strategic plan. Under the broad guidelines provided in LRSP, CARE-Bangladesh initiated a process for developing a historic programme for CHT. Following a detailed livelihood security assessment in 1999, CARE –Bangladesh launched the education pilot project CHOLEN in CHT.

CHOLEN is based on the conviction that access to quality basic education is a human right and that education is fundamental to overcome poverty and social injustice. The CHOLEN project supported communities and Government efforts to extend opportunities for a quality education those who have been excluded from the existing system through three inter-linked objectives; increasing access to basic education, improving quality education, and improving the effectiveness of educational system. To ensure these objectives the following strategy was adopted

The project had been designed to  improve access to basic education through better performing school, measured in term of (a) student attendance, (b) student retention, (c) improved gender equity, (d) reduced drop –out rate and (e) improve cognitive skills and social learning competencies. Access will also increase through the establishment of formal-equivalent education centres in areas where marginalized children are currently excluded from educational opportunities and developing a strategy to enable irregular children to catch up with their missed lessons.

The quality of education improved through (a) an enhanced learning environment, (b) teachers’ use of activity-based, child centered, interactive, socially and culturally relevant methods and materials that are locally available and easy to use and (c) introduction of a supportive supervision system through community participation and teachers forum.

The education system become effective through  (a) promotion of stakeholders paricipation in school management and improvement (b) the empowerment to work more effectively towards learning innovation in the class room (c) advocacy at different level and (d) increased gov support in CHT.

Services
CIPD as a partner worked in Baghaichari upazila covering 52 teachers & 2125 students of  5 un-registered community schools and 10 Gov schools. CIPD also facilitated to form School Management Committee (SMC), Mother Group (MG) and Parent – Teacher Association (PTA)
in every school.
